All Nationals have to run to the same format;
There are enough groups to cover the size of the field (loosely based on track density)
Cars are grouped according to qualifying times (1st goes into Group A, 2nd in to Group B, 3rd into Group C, 4th into Group S, 5th into Group A, 6th into Group B etc).
Generally (if there are enough competitors) everybody gets 3 Heat races, with Practice, Qualifying and 1 or 2 Heats on Saturday and 1 or 2 Heats plus the Final on Sunday.
Groups A & B race in one heat and C & D race in the next heat. Then A & C race and B & D. Lastly A & D race and B & C.
Add up the points based on finishing order and the top whatever (depending on track density) go straight to the Final.
The rest race in the Repecharge with the Top 4 going into the Final.
Grid positions for the Final are determined by the number of points.

If there are enough competitors there should be a separate U2L Final which may mean there's no need for a Repecharge.

Around 15 minutes is normal for heats, Final has to be scheduled for less than 30 minutes.

From memory the final target length is 50km. How that translates will depends on the track avg speed.
Eg PI is 4.445km long and race length was programmed for 11 laps = 48.895km

Gary's reference is the max time due to the fuel tank requirements in the CAMS regs, which (so you have context) is why he said is "has to be less than" etc
Heats are targeted around 20kms.

I'm not sure about the 2017 Nationals as i'm not privy to the information, but the 210 Nats at Wanneroo was 20 laps(48.22kms)
